High accuracy is good but not always good enough. Take this example:
Oklahoma highway users wishing to call the state about electronic payment passes were mistakenly directed to a sex hotline.

Oklahoma Transportation Authority spokeswoman Brigette Berglan said the state's turnpike authority had made an error in a letter sent to 41,000 people. One digit was wrong in the telephone number for callers seeking advice on how to deal with toll gate payments.

Instead, they found themselves calling a sex line where they could speak with "exciting people," such as lonely housewives, students and fantasy girls for $2.99 a minute.

"We're not that exciting here at the authority. We prefer to think of ourselves as helpful," Berglan said.

The number was 90% accurate, but even one wrong digit renders a phone number useless - at least for its intended purpose.

Which reminds me of what is going on in Washington State right now. The state legislature has now certified Gregoire as governor, despite the controversy and lawsuits. Most of the hubabaloo is regarding numerous documented issues with the ballots and ballot counting in King County. The county claims that their election process is 99.9% accurate.

Congratulations.

This error margin, as low as it is, still encompases a number of votes which is a full order of magnitude above the margin of 'victory' in the election.
